to your report of the 24th April and to your letter of the 6th ultimo, I am directed by the Postmaster General to acquaint you that as regards the directions given by the blury Newry Pottinger to exempt all "Service" letters to and from Hong Kong from Postage, his Lordship strongly objects to such a course, which would at once establish a franking privilege in that Colony.

There appears, however, to his Lordship no difficulty in your opening Accounts with the larger Public Departments in the Island, according to the system adopted in this Country, such Accounts being discharged monthly or quarterly, as may be found most convenient, and the various Public Departments and offices mutually acting as a check on each other with respect to the amount of postage.
